Two key projects have been commissioned by the European Union and World Health Organisation, to support the Government of Sudan on their journey towards Universal Healthcare.

The two projects represent linked components of a new system involving a separation of the role of payer and provider.

The projects were supported by work from Economics By Design.

 Project 1

The design of an Essential Health Benefits Package for Sudan.

The expected outcome will be the establishment of three health benefits packages.

Project 2

The Provider Payment Mechanisms to deliver the Essential Benefits Package in Sudan.

The expected outcome is to have a health insurance payment mechanism in selected states with improving coverage, quality, equity, efficiency and health outcomes.

 

Both projects will support strategies for investing in the health system of Sudan. Establishing an ‘evidence-based’ Essential Benefits Package, and associated Provider Payment Mechanisms that encourages and rewards providers to deliver improved health and care, will provide clarity of information and evidence for:

1. Making the business and economic case for Government investment in health: healthier population: wider economic benefits.

2. Making the business case to the citizens for prioritizing pooled spending on health and care compared to other programs.

3. International Donors to support programs of investment in new and better services by answering the question “how can we help?”
